Understanding the Central Military Commission

In China, the Ministry of National Defence serves more as a diplomatic and public relations tool, with the defense minister often (but not always) being a member of the CMC. This unique structure gives the CMC a significant amount of power and influence over the country's military affairs.
The CMC consists of 15 specialized departments, each with its own critical role. These include the Joint Staff Department, responsible for military operations, and the Logistical Support Department, which handles the PLA's logistical needs. The CMC also oversees the PLA's five theatre commands, its various service branches, and several research institutions and academies.
At the top of this intricate structure sits a seven-member committee, elected every five years by the Communist Party's national congress. This committee is the ultimate decision-making body within the CMC.
